Management of Beinan Brook Basin

I Approximate River Flow Status 
1.Geographical location: 
The Beinan Brook flows within the borders of the Taitung County. The northern section of its path flows by the Xiuguluan Brook.Its Eastern Path borders the Eastern Seaboard Range system. In the south, the Brook connects with the Taiping and Lijia Brooks. To the west, there is the Central Mountain Range and the Gauping Brook dividing the Easter and Western flows.

The origin of the Brook (Dalrun Brook) begins on Beinan Mountain(3,293 m) in the Central Mountain Range, it then flows east from a natural mountain barrier, meeting with the Wulu Brook (beginning at the Guanshan Mountain at 3,666 m above sea level) down range at Xinwu Village in Haiduan. The Beinan Brook then flows out of the mountains.

Blocked by coastal mountain ranges in the south, the river then turns towards the coast at Chishang. It devided into Luliao Brook and the Luye Brook and ten other Brook. It passes by Shanli, Liji River valley and Beinan, Yanwan, and Empties into the Pacific Ocean north to Taidung city. The river’s total length 84.35 kilometers, it covers an area of 1,603.21 square kilometers and along with Xiuguluan Brook, and Hualien Brook form the three largest river bodies of Eastern Taiwan.

2.Cultural Surroundings: 
This Brook flows past Haiduan, Chisang, Guansan, Luye, Yiengping, Beinan and Taidung , Total seven cities and towns. The Brook has a surrounding population of about one hundred and eighty thousand people. Along the coast there are sediment plains, and plateaus, agricultural areas planting rice, sugar cane, and corn as main agricultural products. The economic and commercial centers belong to Taidung city. 

II. Brook Terra-forming 
1.The Beinan Brook, the Luye Brook, and the Luliao Brook: 
The Beinan Brook had it’s early stage of terra-forming done during Japanese occupation (1933). The main purpose was to control the main flow and expand farming area in the Chisang, Guansan, and Taidung sedimentary planes.

Before World War Two, coastal dikes were constructed to protect a coast line of about 5,640 meters. After the Taiwan’s recovery from Japanese Occupation, maintenance work has been the major task, as well as new construction projects refer to the original planning.

In the end of 1966, the inspection and research report of the Beinan Brook management plan was completed. Under the supervision of the First Inspection Planning Troup of the Water Conservation Bureau. Main purpose was to prepare each sections of the river for a 50 –year flood capacity and bank width. Till that year, 9,143.6 meters of levy and 3,636 meters of bank wall has been constructed.

In the year of 1987, Chief Planning Troup of the Water Conservation Bureau enforce a 100-year flood plan according to the characteristic of this brook, plotted the planned water flow line, strengthened the design standard, as well as articulated the urban planning,expansion, and industrial commercial development needs. The fundamental plan of Beinan Brook Basin was completed by June of 1988, and serve as the base of the construction plan form then on.

2.The Gialu Brook , the Giadien Brook and the Kanding Brook : 
The Gialu Brook , the Giadien Brook and the Kanding Brook serve as major drainages of the Kuansan and Luye area as well as the branches of Beinan Brook. There are major train system, highway system, and complicated water channel crossover and flow junctions,landscape varies in this area.
